Check the Dumas "Lil Swamp Buggy" .049 pusher kit.
A nice air boat that travels over water, snow or wet grass. Made of mahogany sheeting it's a sharp looker with a clear finish. Mine is running two channel RC powered by a throttled Sure Start .049.

I'm sureou'll not find plans for a boat made from a plastic jug. You are on your own on that one.

If it's any help I used Sullivan "Gold-n- Cable" #507 controls on my Dumas "Lil'Swamp Buggy". You'll need two sets; one for the rudder and one for the throttle.
Further I used Futaba S3114 micro-servos concealed under the deck hatch.

The Dumas "Lil Swamp Buggy" has a single rudder which seems plenty adequate on mine because it is located directly behind the pusher APC prop.
The boat performs best when running at full-throttle and also because of the semi-V hull.
What would be the advantage of two rudders? (They would make starting the engine more difficult because the rudders would get in the way and could become damaged)

I've been playing with airboats for years. I no longer muck around with air rudders. I use only water rudders, easily available on E-Bay, beautifully CNC machined parts. This just 1 example. There are many out there.

Something I should mention: Dumas' kits are little better than fire wood! As there are no importers of Dumas kits in Oz I bought a "Big Swamp Buggy" kit, figuring that for the over-inflated price it'd at least be OK. Alas and alack, not so!! I was so disgusted that I left it on the shelf for over a year. I've since begun to use the kit parts as templates and am slowly building a modified "BSB" using plywood which is better than the scrap pieces of sub-standard fire wood supplied by Dumas.
I could not possibly recommend a Dumas kit to anyone.
