The hexagonal holes make me think that they suit a Space Bug/Jr. or maybe early Thermal Hopper. Some of these early engines used a hexagonal spinner nut. The smaller hex hole might suit a glow plug maybe??

Yes, must be.

I guess that Cox wrenches sold in these boxes at shops and box contains ten or twelve wrenches.
