Looks like an old sparker, is the plug offset? I believe that thing on the shaft houses the points. Its not in the book and says repros were made.
I used to get old parts for sparkies from Woody Bartelt at Aero Electric.
It says Torpedo Special on it and the exhaust is unusual.

What you have there is a ignition engine. That's not a clutch. That is the ignition timer which advances the spark. The lever retards or advances the spark. There's contacts in there like breaker points. The lever opens and closes them. You would need a spark plug for that engine and not a glow plug. This would require a battery source and a ignition coil to run on ignition.
The engine runs on automotive gasoline and a straight weight oil like 70 weight. This isn't readily available to easy so most use a white gas product and a two stroke oil found at Walmart. Depending on your cylinder head, some had a 3/8 size hole for a spark plug but some had 1/4"-32 which is standard thread for a glow plug. This would enable it to run on a glow fuel.
The bolt on tanks can only be used with gasoline if they're the amber plastic versions. If one adds glow fuel to it, it instantly melts. Apparently, they made both and the later used aluminum tank with the Gits cap to fill.
Here's a old twin sparker we had running. My buddy Dan has some pretty archaic stuff and he has all bad connections as you can see. He won't fix any of it but would prefer to struggle. https://www.facebook.com/513140418756097/videos/1060813634318669/?__so__=channel_tab&__rv__=all_videos_card

I just got it clean enough (with gentle heat) to turn over.
and? I think it may get cleaned up and turned into display, instead of running.

The story in the link says the Torpedo Special was not made by K&B but another company. It does not say which company. It is not in the book under K&B. The twin stacks are unusual, I can find no other info about the Torpedo Special Twin Stack.

I wonder why I've missed this thread about one of my favorite engines. Torpedo Special 29, also known as 'Torpedo Twin Stack' was produced in the late forties - early fifties not by K&B but by the Company named Miniature Motors established by an engineer who was initially working for K&B (sorry, can not remember his name). Main features of the engine were opposite exhaust ports and unusually long plug channel. It's glow version is exactly the same as spark ignition. If you want to run it with glow plug you may simply remove the timer collet.
I was lucky to acquire such engine years before and I'd managed to start it successfully with Fox Miracle glow plug on the fuel mix which I use for my Fox 35 Stunt engines (5% nitro, 28% lub oil (castor/synth 50/50)). It was running satisfactory though nothing outstanding. I don't think I'd ever use it in practice but who knows...

Thanks ! That got my head buzzing first thing this morning , I can Almost smell the Nitro ! Nice collection of engines you had running .
