CHEAP.. from your local craft-store. These cost me $.15/ea. The heads are separate from the top-hats.. but I like the top-hats. You could devise your own hat/helmet.. if you wanted. These heads "came" drilled-through 1/16" which works quite well for a round toothpick "neck-mount"... why not have some fun?

My dad made some old school wooden "little people" a few years ago with parts like that. Dowel rod for the body and a nail to hold it all together, just like from 50 years ago. No, not quite as good, but good enough to populate some toys.

Carve a balsa shoulders in a lozenge shape with a neck, roughly 2 diameters wide. Some lego studs can be goggles, or punch foam dots out with a hole punch.

Lots of possibilities
