Help! diesel reed help

i just dismanteled my diesel engine
i wanted to cleen it but now i found a weird thing
there are 2 reeds stacked ontop of eachother

can this do harm

and can this explain why i had to turn the needle 7 turns open to get it to run

I can't see any good reason to have 2 reeds fitted. Diesel should need nothing different. Sounds like a mistake- 2 must have been stuck together on assembly. Are they mylar? I would be easy to do with mylar reeds.
