Tee Dee Engine rebuild
In the process of rebuilding an old Tee Dee .049.Removed the venthri and needle valve, when I did so a small flat plastic piece cam off. I presume it is a gasket for the m\needle valve and goes under the needle valve when reinstalling the venturi?

Nope. Not a gasket. The venturi is a direct fit into the carb body. It could be a aluminum spacer that Cox sold separately when using a muffler on a TD to clear the venturi.
Unless you are talking about the black steel spring that is used to keep the needle from rotating. That does go under the needle valve body.
